Joint statement of 69 communist and workers’ parties on the anticommunist resolution of OSCE [En., Ru, Sp., Fr.]

We strongly condemn the adoption on 3 July, 2009 at the regular Parliamentary Assembly session of the Organization for Security and Cooperation in Europe (OSCE) in Vilnius (Lithuania) of a new anti-communist resolution titled «Divided Europe Reunited» which contains a gross distortion of history and denies the role of the Soviet Union in the victory over fascism. The resolution equates communism and fascism. Those who do so fail to remember that it was the Soviet Union that made the largest contribution to the liberation of Europe from fascism. The authors of the resolution -those falsifiers of history- pretend to have forgotten who gave away Czechoslovakia in 1938 in Munich which led to the elimination of the state independence of the country and to the fascist enslavement of the Czech and Slovak peoples.

Those who voted for the adoption of this resolution actually justify and encourage “a witch-hunt” against communists in several countries of the OSCE where communists are persecuted, their youth organisations prohibited and the parties prosecuted for the use of their traditional symbols.

Furthermore, the resolution offers great opportunities for the prosecution of communist ideology and the adoption of measures against communist parties.

At the same time, we witness the actual rehabilitation of the Nazis in a number of countries, including the country that hosted this session of the OSCE PA.

We cannot allow anyone to insult the memory of anti-fascists, participants in the Resistance movement, who lost their lives in the fight against Nazism.

The aggravation of anti-communism in Europe is not a transient phenomenon. It shows the fear of the ruling class over the exacerbation of the capitalist crisis and of the urgency of the demand to abolish capitalist exploitation and the need for fundamental society change acquire.

The working class, all workers, regardless of the extent of agreement or disagreement with the communists, must repulse decisively anti-communism bearers, as history has proven that anti-communist attacks foretell the onset of a general offensive against the social and democratic rights of the people.

Let us reply to the provocateurs and anti-communists through our joint struggle for workers' rights, for socialism.

69 Коммунистических и Рабочих партий, подписавших до сих пор Совместное Заявление по поводу

Антикоммунистической Резолюции ОБСЕ.

Мы решительно осуждаем принятие 3 июля 2009 года на очередной сессии Парламентской Ассамблеи Организации по безопасности и сотрудничеству в Европе (ОБСЕ) в г. Вильнюсе (Литва) новой антикоммунистической резолюции «Воссоединение разделенной Европы», которая содержит грубейшее искажение истории, отрицает роль Советского Союза в победе над фашизмом. Резолюция уравнивает коммунизм и фашизм. Те, кто делает это, не хотят помнить, что именно Советский Союз внес наибольший вклад в освобождение Европы от фашизма. Авторы резолюции, эти фальсификаторы истории, делают вид, что забыли, или не знают, кто именно  предал в 1938 году в Мюнхене Чехословакию, что привело к ликвидации государственной самостоятельности этой страны, фашистскому порабощению чешского и словацкого народов.

Те, кто голосовал за принятие данной резолюции, фактически оправдывают и поощряют «охоту на ведьм» в отношении коммунистов в ряде стран-членов ОБСЕ, где преследуются коммунисты, запрещаются их молодежные организации, в судебном порядке преследуются партии за использование своих традиционных символов.

К тому же, резолюция открывает широкие возможности для преследования коммунистической идеологии и принятия мер против коммунистических партий.

Одновременно мы являемся свидетелями фактической реабилитации нацистов в ряде стран, в том числе в стране, которая принимала данную сессию ПА ОБСЕ.

Мы не можем позволить кому-либо оскорблять память антифашистов, участников движения Сопротивления, отдавших свои жизни в борьбе с нацизмом.

Обострение антикоммунизма в Европе не преходящее явление. Оно выражает страх правящего класса перед обострением капиталистического кризиса и актуальностью, которую обретает требование упразднения капиталистической эксплуатации и необходимость кардинального изменения общества.

Рабочий класс, все трудящиеся вне зависимости от степени согласия или разногласия с коммунистами должны дать решительный отпор носителям антикоммунизма, так как История доказала, что антикоммунистические наступления предвещают общее наступление на социальные и демократические права народа.

Ответим провокаторам и антикоммунистам активизацией совместных действий в борьбе за права трудящихся, за социализм».

Declaración conjunta de 69 partidos comunistas y obreros sobre la Resolución Anticomunista de la OSCE.

Condenamos firmemente la adopción, el 3 de julio de 2009, en una sesión ordinaria de la Asamblea Parlamentaria de la Organización para la Seguridad y Cooperación en Europa (OSCE) celebrada en Vilnius (Lituania), de una nueva resolución anticomunista titulada “La reunificación de la Europa dividida”, que contiene una gran distorsión de la historia y niega el papel de la Unión Soviética en la victoria sobre el fascismo. La resolución iguala comunismo y fascismo. Quienes hacen tal cosa olvidan que fue la Unión Soviética quien hizo la mayor contribución a liberar Europa del fascismo. Los autores de la resolución – falsificadores de la historia – parecen haber olvidado quién entregó Checoslovaquia en 1939 en Munich, lo que llevó al fin de la independencia del país y a la esclavitud fascista de los pueblos checo y eslovaco.

Quienes votaron en favor de la adopción de esta resolución justifican de hecho, y alientan, una “caza de brujas” contra los comunistas en varios países de la OSCE en los que los comunistas son perseguidos, sus organizaciones juveniles prohibidas y los partidos encausados por el uso de sus símbolos tradicionales.

Es más, la resolución ofrece grandes oportunidades para la persecución judicial de la ideología comunista y la adopción de medidas contra los partidos comunistas.

Al mismo tiempo, somos testigos de la actual rehabilitación de los nazis en una serie de países, incluyendo el país que ha albergado esta sesión de la AP de la OSCE.

No podemos permitir que nadie insulte la memoria de los antifascistas, participantes en la resistencia, que perdieron sus vidas en la lucha contra el nazismo.

La agudización del anticomunismo en Europa no es un fenómeno transitorio. Muestra el miedo de la clase dirigente ante la exacerbación de la crisis capitalista y de la urgencia de la exigencia de la abolición de la explotación capitalista y la necesidad de un cambio social fundamental.

La clase obrera, todos los trabajadores, independientemente del grado de acuerdo o desacuerdo con los comunistas, deben rechazar firmemente a los portadores del anticomunismo, ya que la historia ha demostrado que los ataques anticomunistas preceden a la llegada de una ofensiva general contra los derechos sociales y democráticos del pueblo.

Respondamos a los provocadores y anticomunistas con nuestra lucha conjunta por los derechos de los trabajadores, por el socialismo.

Déclaration commune de 69 partis communistes et ouvriers sur la résolution anti-communiste de l'OSCE

Nous condamnons fermement l'adoption le 3 juillet 2009, lors de la session régulière de l'Assemblée Parlementaire de l'Organisation pour la Sécurité et la Coopération en Europe (OSCE), à Vilnius, en Lituanie, d'une nouvelle résolution anti-communiste intitulée « Sur la réunification de l'Europe divisée » qui renferme une honteuse falsification de l'histoire et nie le rôle de l'Union Soviétique dans la victoire contre le fascisme. La résolution met sur un même plan communisme et fascisme. Ceux qui agissent ainsi omettent de rappeler que c'est l'Union Soviétique qui a apporté la plus grande contribution à la libération de l'Europe du fascisme. Les auteurs de la résolution – ces falsificateurs de l'histoire – feignent d'avoir oublié qui sont ceux qui ont abandonné la Tchécoslovaquie en 1938 à Munich, ce qui a mené à la fin de l'indépendance du pays et à l'asservissement des peuples Slovaques et Tchèques au fascisme.

Ceux qui ont voté pour l'adoption de cette résolution en fait justifient et encouragent une « chasse aux sorcières » contre les communistes dans plusieurs pays de l'OSCE où les communistes sont persécutés, leurs organisations de jeunesses interdites et leurs partis poursuivis pour avoir utilisés leurs symboles traditionnels.

De plus, la résolution offre de grandes opportunités pour la criminalisation de l'idéologie communiste et pour l'adoption de mesures contre les partis communistes.

Dans les même temps, nous constatons une véritable réhabilitation des Nazis dans de nombreux pays, y compris dans le pays qui a accueilli cette session de l'Assemblée Parlementaire de l'OSCE.

Nous ne donnons à personne le droit d'insulter la mémoire des anti-fascistes, de ceux qui ont participé au mouvement de Résistance, qui ont perdu leurs vies dans le combat contre le Nazisme.

L'intensification de l'anti-communisme en Europe n'est pas un phénomène passager. Il démontre la peur des classes dirigeantes face à l'aggravation de la crise capitaliste et face au caractère pressant des revendications pour l'abolition de l'exploitation capitaliste et au caractère nécessaire pris par un changement de société radical.

La classe ouvrière, tous les travailleurs, quelque soit l'étendue de leurs accords ou de leurs désacoords avec les communistes, doivent repousser catégoriquement les agents de l'anti-communisme, puisque l'histoire a prouvé que les attaques anti-communistes sont le prélude à une offensive générale contre les droits démocratiques et sociaux du peuple.

Répondons aux provocateurs et aux anti-communistes par notre lutte commune pour les droits des travailleurs, pour le socialisme.
